Fuel shortage: exemptions on heavy vehicle traffic extended

Faced with the difficulties of the strike in France, European road carriers are indispensable: to facilitate fuel deliveries and our supplies, France have extended the exceptional measures allowing them to circulate more weekend and in the coming days.

The government renews the traffic authorization for trucks over 7.5 t transporting hydrocarbons, from October 14 to 17, 2022, and authorizes an excess of driving time for drivers of this category of vehicles until October 21.

In view of the fuel shortage at service stations, caused by a strike at the refineries of the Total Energies and ExxonMobil groups, the government is renewing the traffic authorization for trucks transporting fuels during weekend.

Derogation on driving hours

This other ministerial decree signed on October 12 is a temporary derogation from the rules on driving hours for the road transport of fuels.

The following temporary exemptions apply to road fuel transport operations in metropolitan France:

  • exceeding the maximum daily driving time by up to one hour ;
  • exceeding the maximum weekly driving time by up to four hours
  • exceeding the maximum total driving time accumulated over two consecutive weeks by up to six hours.[1]

These exemptions apply from Saturday, October 15, 2022 to Friday, October 21, 2022, inclusive.

Strike on 18 of October 2022

In this Tuesday, 18 October 2022, the road transport unions and several others unions are calling for mobilization in France. Their demands concern min wages and future reforms of salary and unemployment insurance. Wages and salary at the heart of the demands.

Three transport unions and many others, including the CGT and FO, are calling for an interprofessional strike to demand wage increases in the face of inflation. A social movement born of protests in many fuel depots and refineries, which now extends to several sectors.

The goal is calling for mobilization on different dates against the backdrop of the beginning of the energy crisis and fuel supply difficulties following the blockades of refineries. There is no common front, but strikes in dispersed order.

FO Transports was the first union to announce a strike from October 17 to 23. After an internal vote, this call was finally cancelled. “It is out of the question to play politics. This is why the call of October 16 by a political organization poses us a fundamental problem”, assures FO Transports in a press release. Indeed, La France insoumise, the Socialist Party and Europe Ecologie-Les Verts have called for a march against the high cost of living and climate inaction on October 16.

Even if its demands on the reforms of salary and unemployment insurance remain, FO Transports assures that it does not want “to drown in the social movement that is coming. The employees of transport and logistics have specific claims to their jobs that cannot be drowned in a social movement because for our branches and sector there is a social emergency”.
